I am Tula Raj Sunuwar, a civil servant, public policy professional, health policy reformer, researcher, and writer from Nepal. I currently serve as an Under Secretary at the Office of the Prime Minister and Council of Ministers, contributing to policy coordination, government reform, and citizen-centred service delivery.
My professional work focuses on public policy, good governance, institutional strengthening, and improving the effectiveness of government systems. My research interests include Health Economics and Outcomes Research (HEOR), Health Technology Assessment (HTA), health policy reform, and evidence-informed decision-making.
As the Director of ISPOR Nepal Regional Chapter, I am committed to promoting evidence-based health policy and contributing to stronger, more responsive public systems in Nepal.
I was born in Khijikati, a remote village in Okhaldhunga, Nepal, into an indigenous community shaped by culture, tradition, family values, and a strong connection with nature. Growing up in a family with an Army and Police background, I learned the importance of discipline, responsibility, and service from an early age. Raised in a joint family with five siblings, I experienced the values of cooperation, sacrifice, and resilience.
My educational journey was built through perseverance, walking long distances every day to attend school through hills, trails, rain, and challenging paths. These experiences shaped my patience, determination, and commitment toward public service, inclusive development, indigenous dignity, and creating better opportunities for communities across Nepal.
My academic journey reflects a multidisciplinary foundation in public policy, governance, sociology, health economics, and social development. Through national and international education, I have developed knowledge and skills that support my work in public administration and policy reform.
I hold a Master of Public Policy from The University of Tokyo, Japan, completed under the World Bank Scholarship Program, along with advanced studies in public administration and sociology from Nepal. My education continues to guide my work in health system improvement and evidence-based decision-making.

My community leadership is rooted in service, identity, and responsibility. I remain committed to public health awareness, indigenous dignity, community empowerment, and social service through professional and community engagements across Nepal.

With experience as Chief District Officer, Assistant Chief District Officer, Director at the Department of Immigration, and various policy roles within the Government of Nepal, I remain committed to evidence-based decisions, effective governance, and improving public services for the people of Nepal.
